Intake Manifold is wet with fuel and mil on p0420

Hi I'm having a problem with my 2002 Acura rsx base model AT , I been getting the code p0420 , I try erasing it but later comes back up after driving it for a few miles, also notice that my intake manifold inside is set smells like fuel and my upstream sensor reading rich , what could my problem be do I need a new Catalytic converter, Can anyone please help me? I will really appreciate the help
