P0505 issue with a bit of a curveball

I have a 2002 Type-s and I am getting a P0505 code AND P0420 at the same time. I have read many helpful threads on these, but they have just gotten me started. I have some "unaddressed variables" we'll say. Curious yet? Read on!

I decided to address the P0505 first, its the most annoying. My idle doesn't surge, it will settle on a number, which is usually high. Sometimes a blip of the throttle drops it down, sometimes it picks up. It is also GOD AWFUL in on/off throttle transition. Cruise control on a slight decline causes an on/off throttle condition that seems to want to rip the engine out of the bay. You know that situation where you want the butterfly in the TB just opened the minimal amount possible to maintain speed? It doesn't happen. What I get is a rapid on/off of the power, with the "on" setting applying far too much power.

So I pulled the TB to check the IACV. Clean as a whistle. Looked new. Too new. I noticed it is not a motor at all inside, it is a spring loaded valve. I also noted it is not a Denso unit, but Isumo. Googling the Isumo part led me to cheap Ebay and Rockauto parts. I assume the function of this aftermarket part is to take the current and apply it to the valve, the greater the current, the greater the valve opens, mimicking the spinning motor. Anyone have any experience with this condition or this part?

Now, why the heck do I get a P0420 code at the same time? I can clear both codes, but the moment the CEL comes back on, both the P0505 and P0420 are there. The only thing I can think of is the engine management can't keep up/ analyze fast enough due to the surging.
