Whining noise from under the hood

Hi guys I've been trying to find a solution to my problem but I haven't been lucky yet. I have a 04 base auto rsx. I have a whining noise going on, I can only hear it after driving for like 20 mins but I can only hear it when I'm sitting at a red light. If I put it on neutral the noise goes away, as soon as I put it back onto drive the noise comes back up. Strange thing is I won't hear it when driving or when I'm parked. I have swapped the pulley tensioner, alternator, and belt. Any feedback will help, thanks
