EVAP Canister Purge Valve questions and P1456

2002 RSX base model
K20A3 engine, no modifications
~165k miles

I'm trying to troubleshoot the source of a P1456 code that is also combined with intermittent low idle hunting after the engine is hot. I've already replaced the gas cap twice and that hasn't fixed it.

I was leaning towards thinking there is something wrong with the evap purge valve on the air intake, so I performed two tests and I'm not sure what the results prove:

Test 1:
Disconnected electrical connector from evap purge valve and left the vacuum hose connected. Result is the same problem. P1456 code and intermittent low idle hunting when the engine is hot.

Test 2:
Disconnected vacuum hose from evap purge valve leaving the hose open, and capped the valve side into the air intake. Left the electrical connector on. Result is no more low idle hunting but the P1456 remains.

Do the above results prove anything?

Another thing, I followed the troubleshooting steps in the 2002-2006 RSX shop manual for the EVAP two way valve (near the canister) which states to disconnect both vacuum hoses from the EVAP two way valve, plug one side and draw vacuum on the other. You are supposed to monitor voltage coming from the fuel tank pressure sensor at the ECU connector. The voltage starts at 2.5V and is supposed to drop to 1.5V as you draw vacuum. When I do this test the voltage never changes, it just stays at 2.5V.

The repair suggestion for failing this test is to "repair the leak from the EVAP two way valve, its solenoid, or the fuel tank pressure sensor"! Not much help since I can't determine where the leak really is anyway.

Any suggestions from those that have seen these problems would be appreciated, thanks.
