Help! Want to Buy and RSX, Need Advice on Engine Codes!

I am looking to join the RSX club but I need some advice! I checked out a 2002 RSX [Regular, 177K miles].

While it did not display any CEL codes, I scanned the car and it had the following codes:
P0661 - IMT (IMRC) Circuit Voltage Low
P1298 - ELD Voltage High


Here is my problem - I live in Maryland. We have REALLY RIGID safety and emissions inspection requirements. The car will pass safety before I buy it but after some online research, I was unable to determine if P0661 would impact emissions inspection. Can anybody help?

1. Do these codes, especially P0661 impact emissions testing?
2. What the heck does P0661 even mean?
