Help! Missing Bolt???

Can someone please help me, i got my car inspected about a month ago and they said everything was ok other then a small oil leak. But today i was leaving a parking lot and heard a bolt drop. So I stopped and went into reverse and there was a bolt on the ground.

Does it go here? Because when i put it in i can't tighten it or anything.
