Inspection Scanner Communication Error

I have recently failed an inspection because there was a communication error between the ecu and the inspection scanner (OTC scanner, I think). I was told that a regular Obd2 scanner hooks up just fine though. I tested this myself by stopping by an autozone for the free scan and sure enough the scanner powered up and ran through the tests to show everything was fine.

I have an 02 RSX Type S with Kpro V3. I have race headers installed, so the secondary O2 is turned off, but Obd2 emissions error checking is turned on and immobilizer is enabled. I checked for voltage in the k-line with the key turned on, not running, and its a steady, I believe it was, 11 volts. All the fuses are intact. I have a friend of a friend doing the inspection, so I will pass the visual test. I just need to pass the Obd2 check. I passed the inspection just fine 2 years ago with no problems. I'm sure I changed the calibration since then and stupid me I don't remember which calibration that was. Before I used to be able to set readiness k manager, but it seems that feature was removed and I read that it was no longer needed.

Does anyone know why this would be and what I could try to fix it?

Any help would be greatly appreciated. I have been researching and looking through the car and the calibration for a couple weeks looking for answers, but can't seem to figure this one out. :rest

Edit: I was also told that the scanner used had been working fine on other cars all day.
